Are Plans for a Smokefree Generation Lawful?

I was recently reminded by a subscriber of plans by the government to create the first smokefree generation. It is not something that I have ever covered on the newsletter before, in part because it has not received a great deal of news coverage and, to be frank, is not that controversial.

However, when you sit down and think about it, as this subscriber prompted me to do, the plan is somewhat strange and does raise interesting legal issues, especially around the rule of law.
